Right of way for bicyclists
Q What traffic rules are in force for bicyclists riding on paths shared with pedestrians?
A

Pedestrians sidewalks shared with bicycles are planned according to Article 90-3 of "Road Traffic Management and Penalty Act".
When sidewalks are of sufficient width, local government may allow bicycles to share its use and designate them with shared path traffic signs.
Pedestrians have priority shared paths, and bicyclists should yield to pedestrians. Bicyclists should not ride in verandas (sheltered walkways) in front of buildings.

Right of way for bicyclists
Q When there is no bikeway or bike lanes, where should I ride?
A

According to Article 124 in the Traffic Safety Regulations, bicycles are classified as slower moving vehicles and should keep to the right-most lane on the road, in the direction of regular traffic.

Right of way for bicyclists
Q Are the Taolin railway bike lane (Linkou line) and Nankan Creek Riverbank Bikeway regulated as roads? Please clarify the discrepancy.
A

The Taolin Railroad Bikeway and Nankan Creek Bikeway are not just for recreational use — they are also access roads that provide inter-regional circulation.
Therefore, both bikeways meet the "road" definition under Article 3, Subparagraph 1, of the Road Traffic Management and Penalty Act.

Right of way for bicyclists
Q Motorcyclists often ride on the Taoyuan City riverbank bikeway.
A
  1. The Taoyuan City Government has intended for the riverbank bikeway to be a barrier-free environment. However, in order to improve public safety, we had to install barriers to prevent motorcycles from entering the bikeway. Some motorcyclists have tampered with those barriers for the sake of their convenience, which endangers pedestrians and cyclists. Please do not ride motorcycles on bikeways, and help keep this recreation area a safe and pleasant environment.
  2. The Taoyuan City Government has established relevant penalties and reporting channels for violations, in order to maintain a friendly space for cycling. Please refer to "Taoyuan City Park Autonomous Management Regulations" and "Violation Cases Handling and the Reward for Reporting Violations of the Taoyuan City Park Autonomous Management Regulations.

Bicycle Route Planning
Q Why are the riverside bikeways in Taoyuan City discontinuous?
A
  1. Riverside bikeways provided by the City of Taoyuan makes use of access roads along rivers, which are used for flood control and emergency rescue purposes. However, certain riverbank sections are on private property, or the terrain lacks sufficient setback area to construct a bikeway corridor, which requires connecting the riverside bikeway to nearby roadways. We apologize for the inconvenience.
  2. This year, Taoyuan City is allocating budget in yearly stages, and will evaluate existing riverbank areas for suitability to build more riverside bikeways. We ask for your continued support for these efforts.

Through the planning of commuter bike green corridors, integrating the MRT system with bike commute transfers, and circulation and recreational types of bikeways, we are dedicated to the interconnectivity of the whole transportation system.

A

The spring comes and all the flowers are blooming, it's a great time for a cycling trip. Provincial Highway 2C is one of the best routes for cycling. It is a way to Pingshi and Gongliao, the scenary along the road is quite beautiful. When cycling on the highway, we must go through tunnels, however, and cyclists are less visible than drivers and motorcyclists.
To ensure the safety of cyclists, the Directorate General of Highways set up the bicycle detection system in Pingshuang Tunnel on Provincial Highway 2C.
When the cyclists enter the tunnel, the warning sign at the entrance will light up and the warning sentence "Please watch out for cyclists" will be displayed on the electronic signs in the tunnel.
It's to remind the drivers to be careful that there are cyclists in the tunnel, and to allow the cyclists to pass through safely.
